Director Crisis Support Centre (CSC) Battambang

SISHA (South East Asia Investigations into Social and Humanitarian Activities) is a registered Australian not-for-profit organization that strives to ensure justice and the protection of human rights for victims of human trafficking, bonded labor, physical and sexual assault and other forms of exploitation and oppression in South East Asia.

This position will be based be based in the province of Battambang, Cambodia.

The Director of the CSC is responsible for directing all activities of the CSC, including training and supervising staff, social workers and volunteers; creating, maintaining and updating all operating protocols, intervention strategies, and tracking and reporting systems; acting as a professional resource to improve the capacity and effectiveness of the CSC and community development partners; representing and promoting SISHA/CSC interests through active participation in community coalitions and key stakeholder networks; and developing and nurturing strategic quality crisis support, establish partnerships with governmental and non-governmental agencies in order to secure the highest crisis support for clients, coordinate national crisis support efforts, and create sustainable structural social services.

Responsibilities

  • Train, supervise, and mentor CSC counselors, and administrative staff on all aspects of responding to the needs of victim/survivors involved in sexual abuse/rape, implementing case management services, and maintaining governmental and non-governmental partnerships;
  • Develop leadership and management of the potential of key CSC team members; and
  • Assist in developing and implementing location-specific strategies and tactics.

Management:

  • Continually increase the CSC’s effectiveness, efficiency, and organization by developing, maintaining, and updating all operating protocols, case management tracking and reporting systems, intervention strategies, and manuals;
  • Manage, evaluate and hone CSC operations, ensuring that projected goals and objectives are achieved;
  • Ensure that CSC team members have clearly defined job descriptions and performance objectives, and appropriate job performance feedback is regularly provided;
  • Maintain detailed client tracking systems and records of all CSC activities;
  • Help develop the annual CSC budget, spending allocated funds in accordance with SISHA’s budgetary and stewardship principles;
  • Engage in regular communication with the COO and ensure that concise but thorough written reports of all CSC activities are provided to SISHA Headquarters in a timely manner;

Program:

  • Provide immediate crisis care, assessments, and advocacy for victims/survivors coming out of sexual abuse/rape situations; ensure all victims/survivors receive legally mandated government protections;
  • Operate within national social service systems and partnerships in order to refer victims/survivors to high-quality aftercare services;
  • Track caregiving, recovery and placement history of all CSC clients through aftercare partnerships;
  • In partnership with the SISHA legal department and aftercare partner shelters, prepare victims for court interviews and trial testimonies, and accompany clients to court.
  • Fully understand and educate stakeholders on relevant national and international victim protection and custody laws and procedures;
  • Provide direct assistance to victims in cases where aftercare stakeholders are unable or unwilling to meet the victim’s needs;
  • Conduct routine analysis assessing gaps in aftercare standards and provision versus current and anticipated need; assist in developing new aftercare options; and regularly evaluate existing aftercare partner centers;
  • Perform regular evaluations of all CSC programs and activities, ensuring that programs are effective, meeting or exceeding goals, and an actual benefit to stakeholders;
  • Actively participate in a national coalition of aftercare stakeholders and engage directly with aftercare partners in order to continually improve services provided to sexual abuse/ rape victims/survivors;
  • Act as a professional resource in order to improve the capacity of aftercare and community development partners by: conducting needed trainings or seminars; providing research and good-practice models; acting as a liaison between community workers and law enforcement; and empowering community development workers to engage in prevention efforts and provide lay care to survivors in high-risk communities; and
  • Create and implement a staff caregiving program in order to limit secondary trauma, increase staff effectiveness, and educate staff on issues including stress, burnout, secondary trauma, mind-body connections, and self-care.

Strategic Partnership Development

  • Develop and maintain strategic partnerships with governmental and non-governmental agencies in order to provide the highest quality crisis support to clients, and create sustainable structural changes in social service and justice systems;
  • Represent and promote both CSC/SISHA interests and effective strategies through active participation in community coalitions and key stakeholder networks.
  • Host visits by SISHA headquarters staff, guests, teams, and volunteers.
  • Liaise with Local Law Enforcement (LLE) on an as required basis with consultation with SISHA Head of Operations.

 

Required Skills and Experience

  • Fluency in English (oral and written);
  • Graduate degree in social work, counseling, or public/social policy;
  • A minimum of five year experiences in direct practice, program development and implementation, and casework management;
  • A minimum of two year experiences managing a social service program and a team of social workers:
  • Prior work experience in the developing world preferred, including, relief, mental health care, legal or other overseas work experience.
