SISHA was registered as a lawful public company in Australia on 12 June 2007 (ACN 125 903 415) and its not for profit status and charitable objectives are codified in the governing SISHA constitution. SISHA operates in Cambodia under a Memoranda of Understanding signed with the Ministry of Foreign Affairs and International Cooperation of the Royal Government of Cambodia on 9 August 2007.

Solidifying its links with the Cambodian National Police, SISHA signed a Memoranda of Understanding with the Ministry of Interior on 16 February 2009.
